Building Of Nature Science Foundation Performance Evaluation Framwork And Indicators In Chinese Context

Since the1980s, basic research is becoming more and more important, and the main innovation-oriented country continue to increase investment in basic research. In order to manage these research and get the information well, government started to build the performance evaluation system. There are a lot of evaluation practice and related research on this field in our country. But there are a lot of differences between reaches and practices. Researchers have different opinions about the evaluation framework and evaluation indicators.In this paper we propose the natural science foundation performance evaluation framework. First, we clarify the concept of foundation performance, and analysis the main element of foundation performance evaluation from the stakeholder perspective. Then, we compared the similar foundation performance evaluation of United State, Japan and Britain. Based on the experience of these three country and combined with the actual situation in China, we propose the foundation performance evaluation framework. Finally, we build the multi-dimensional evaluation index system. We hope that our result can provide assistance to NSFC and provincial foundation performance evaluation. We also hope it can provide a reference to the performance evaluation of similar scientific funding agencies.
