Research On PPP Project Performance Evaluation System Based On Critical Success Factors

The traditional mode of public project,the supply is usually provided by the government,which led to the government departments in the financial burden and financing risk increases,while the construction and operation of public projects can not achieve good efficiency.On this basis,China has introduced PPP(Public-Private-Partnership)model.Under the PPP system,the performance evaluation research of BOT project is lack of systematicness in our country,the main limitation in the project,bidding and construction stage,the research for the project of the late operation and transfer less.This paper starts from the time line,the whole process will be divided into five stages in the project,the research results on existing identification index combined with the characteristics of each stage systematically,through the index screening and form the index system.This paper first illustrates the research background and significance,combined with the analysis,the research results related to the domestic and foreign summary.Then based on the analysis of key success factors.Secondly,the selection and determination of key indicators of evaluation factors and finally recognition,according to the indicators of whether the quantifiable differences of quantitative indicators and qualitative indicators.And then use fuzzy comprehensive evaluation method to quantify the influencing factors,and comprehensive evaluation of the overall performance of the item company is given,and the validity and feasibility of this method is proved by a case.BOT project performance evaluation and BOT evaluation after the project has obvious difference,and social evaluation of BOT project there is a fundamental gap.The key success factors,based on the analysis of key success factors of PPP project and the project core process,build with 27 first level indexes and 52 two level indexes the index system,the index system can be applied to the performance evaluation of the whole process of the project operation of BOT projects;secondly,in Nanchang maiyuan food processing BOT project case analysis,through the analysis of the index reached the final performance evaluation of the project generally,in the BOT project,Environmental benefits and social benefits are in general performance.Better technical results are needed to achieve better results.
