Public Project Performance Evaluation Indcator System Resarch Based On Stakeholdrer Theory

Public projects are infrastructure-building activities that provided by the government to provide public goods or services. Public projects are monopoly provided by government, but the project does not have exclusive use of groups in the social public. This contradiction leads two problems. The connotation of project performance is unclear., and project stakeholders have a stronger influence to the project performance, project-affected groups have an increasing interest in monitoring the project management. In order to improving performance evaluation results, we need study performance content, goals normative from stakeholders, interests and demands,and then study of performance evaluation index system.In this paper, we defined the method of confirmating evaluation objectives, analyzed the construction of public projects in various stages of stakeholder participation, through the prism of performance at all stages of theoretical analysis of the stakeholders contributions and aspirations, with the demands of stakeholders we built the combination of dimensions of performance goals. The major research in this paper is as follows:Firstly, through the literature review of project performance evaluation areas, established the goal of performance evaluation. Performance evaluation of public projects has a multiplicity of objectives, the overall goal is to achieve public satisfaction. Specific objectives are as follows, meeting the public demand for public goods and services, improving the economic and social development environment, maintenance of social justice.Secondly,baced on stakeholder theory,we analysis that public project stakeholders satisfied degree have a relation to the performance goal. Public project performance is satisfy the degree requirements of stakeholders under the conditions of the overall optimal effectiveness.Thirdly, we selected two dimensions to define the scope of public project stakeholders,which dimensions are input-specific capital and share ownership of the project or the right to use. Well, the definition of core stakeholders is selected by two main points, one is significant influence on project and bear the corresponding risks,other is capable of embodying fairness. The core stakeholders in public projects is the government, the public and the surrounding communities.Fourthly, based on performance prism theory, analysised each stage of performance evaluation goals, the stakeholders contributions and aspirations. Decision-making stage performance goals are scientific decision-making, information disclosure. Management stage performance goals are cost control, quality control and effective progress control. the Results of performance goals are efficiency project influence and impact evaluation.Fifthly, established a public project performance evaluation index system which is based on stakeholder theory, including three layers,decision-making performance, project management performance and results performance criteria.
