Utilities is a matter of national economy and an important industry, is thefoundation of social survival and development of the industry, including railway,bridges, water supply, drainage, gas and other industries, its development influencesthe level of modernization of a city, the national economic development and sociallong period of stability.Drainage is one of the municipal public utility industry, Like other industrieswith natural monopoly, extremely easy to cause market failure. Therefore, to play therole of government regulation of water is particularly important, it can make up forthe information asymmetry, improve the drainage industry service quality, optimizethe allocation of resources.With China’s transition to a market economy, the administrative monopoly as amanagement system, its shortcomings become more prominent in practice, not onlyjeopardize fair competition in the market, but also reduce the efficiency ofaggravated waste.
