With the development of the close connection between China’s economy and the worldeconomy,factors of production flow more and more frequently. China’s international trade hasachieved rapid development in our country, the export rebates policy has made a significantcontribution to the growth of export. Since the implementation of the export rebates policy in1985, to encourage exports and speed up the economy, China has adjusted the export rebatesrate for many times. Because this policy is internationally recognized and used means of theadjustment of foreign trade development, it has played an irreplaceable role in this field, and ithas become important leverage of our country to regulate and control economic development.However, the export rebates policy is not everything in the complex international economicsituation. As the rise of other developing countries in South east Asia and the outbreak of globalfinancial crisis, our country is facing increasingly fierce competition and more frequent externalshocks in the international trade, and some problems resulted from the simply relying on theadjustment of export rebates policy are beginning to emerge. What problems exist in theprocess of the current system of export rebates policy from its establishment to development?Can it adapt to the present situation of the current complex international trade development?This paper analyses the existing problems and causes of the current export rebates policyby reviewing China’s export rebates policy in the past decade, and tries to put forwardsuggestions of perfecting our country’s export rebates policy by analysing the foreign exportrebates policy and revelation.This paper includes six chapters:Chapter1elaborates the aim and significance of the research. This chapter introducesthe concept and development history of export rebates and China’s export rebates system andmanagement, by all of those, to sum up that the export rebates policy has played an importantrole in China’s economic development and to raise the significant meanings of solving theexisting problems in this field.Chapter2analyses China’s export rebates policy. This chapter mainly reviews ourcountry’s export rebates policy and analyses the current development of it, and proposes theproblems of China’s export rebates policy, as well as the main causes of those problems.Chapter3analyses the impact of China’s export rebates policy to export trade. Thischapter mainly analyses the current development and influence to export trade of China’sexport rebates policy, then analyses the role played by the export rebates policy in internationaltrade through the development of textile and clothing industry exports.Chapter4analyses the export rebates policy of France, Britain, Italy and South Korea.Basing this analysis, this paper proposes revelation that establishing a scientific and perfect taxcollection and administration system is a prerequisite for the implementation of the export rebates system, meanwhile, the modern information network is the insurance to implementexport tax rebate policy.Chapter5proposes countermeasures and suggestions to improve the export rebatessystem of China. First, this study suggests China to accelerate the pace of reform ofVAT(value added tax)and to improve the VAT chain. Second, we suggest China to strengthenthe construction of the informatization of tax system and to achieve the network betweenadministrative agencies and departments. Third, this research suggests China to refine theadjustment of export rebates rate to avoid too frequent adjustments. Fourth, we suggest thegovernment to establish an "overdue refund" system.Chapter6concludes.
