As China gradually stepped into aging society, the expenditure of basic medical care and necessities for the elderly would increase little by little. Social insurance which plays an important role in the security of basic medical care and necessities for the elderly, have to bear most of the cost, therefore, smoothly operation of social insurance has great significance to maintain social stability. The most direct solution depends on fundraising and investment policies. Reasonable financing and investment policies can promote social security funds to maintain balance in the long term, so it has great theoretical and practical significance to study the financing and investment policies for social insurance.Through the research of domestic fundraising and investment policies on the base of national existing policies, the main problem of fundraising policy is that the means of financing is uneven; the coverage of social security is too small to guarantee more people enjoy the benefit of it, and the feasibility is not satisfactory in practice. The main problem of investment is that the capital market in our country is not mature and the law of investment is far from being comprehensive.On the basis of the experience from western countries, the paper puts forward the solution includes a clear understanding of the social fund investment principle. The government should intensify the construction of a legal system, and expand the coverage of social funds to ensure that more people can enjoy the benefits of social security fund. In terms of social security funds, the government should use the Prudent Person Rules to regulatory. The social security fund can preservation and appreciation of its own to face ageing trouble.
