In our country, There has initially established a basic medical insurance system, Composed by the basic medical insurance for urban workers, basic medical insurance for urban residents, and the new rural cooperative medical insurance. The insurance agencies is administrative body under the government management, the government plays an absolute authority who responsible for appointing officials, power and financial power of the various agencies. Such administration relative to the market mechanism, produce more bureaucratic costs. That does not existing competition among insurance agencies, they are the only payer in their administrative regions, and monopoly brings inefficient. The insured persons are forced to join it, as a passive consumer. This article analyzes the basic characteristics and the effect of single-payer health insurance system, to proof of necessity of multiple payers system. Theoretically, individuals have their own cherished freedoms, should have the right to vote with their feet on the choice of insurance institutions. The multiple payers system allows the insured person to make a choice between different insurance agencies, and reaffirmed the value of individual rights. In addition, the system correspond the evolving demands of government functions. The government dominant functions are more shift to service functions,"Multi-center" has become more streamlined government management model. At last, back to reality, research the road to multiple payers system in China, points out that under the present situation of single-payer, must to strip of administrative properties of agency at first, then gradually introducing competition mechanism, eventually form a multiple payer system.
