The problem of basic medical services equalization has always been the hot topicof the central committee and local government. On the eighteenth national congress, thespeech clearly puts forward many times to actively implement and adhere to the fullcoverage and different people, to ensure the basic demand of social security, to achievesustainable policy from multi-level, enhancing fairness on the chance and equility,flexibility on the liquidity people in different areas, as well as ensuring social securitysystem’s sustainability are put on the agenda. Health is the necessary requirement ofpromoting man’s all-round development. All of these push government to make a reform,including promoting health care, providing perfect medical services, enlarging publichealth and drug resources supply as well as comprehensive regulatory system reform, Byimproving the national health policy, sanitary safety, an effective medical service, aconvenient medical care and cheap public health can be acheieved. Shanghai hasintroduced relevant policy documents, although in the past few decades, the basic medicalservice level has been remarkably improved, but also has shortcomings. Basic medicalservice especially within groups as well as urban and rural areas presents a nonequalization status, this has hindered the people to have the healthy right, which leading tothe emergence of "high expense and difficulties in medicine" problem, especially forremote districts and rural migrants. So the study of equalization or not or the equalizationdegree of basic medical service has very important significance.Through the understanding of literatures and field survey, at present, althoughthe related research on basic medical service equalization in China has relatively moreresearch and has higher levels, the research of basic medical service in Shanghai is veryrare, especially on the system of basic medical services is blank, on the basic ofcomprehensive theory of the equalization of basic medical services, this paper analysis the scientific concepts of basic medical service, people’s demands from different income levelsas well as different areas,to make the existing problems and to explore the solutions clearand draws lessons from the domestic and external basic medical service experience, toprovide the feasible the three-in-one reform of the basic medical services in Shanghai.In order to research basic medical service equalization and reform model ofShanghai as fully as possible, the full ariticle is divided into eight parts: the first part is theintroduction part, including the selected topic background, research purpose andsignificance, research ideas, research methods, innovations and room for improvement;The second part introduces relevant concepts of basic medical service, the famous theoryof equalization of basic medical service system both at home and abroad are analyzed; Thethird part is adopted to the Shanghai basic medical service on site survey through thequestionnaire survey method and interview method, preliminary sorting of the data of theShanghai basic medical service present situation and existing problems of comprehensiveanalysis; The fourth part is about constructing index system of equal basic medical servicesin Shanghai, and regression analysis was carried out on the representative indicators, andby using the gini coefficient which is sensitive to middle income and index thiel which issensitive to high revenue and underlying earnings to measure fairness during districts andcounties in Shanghai basic medical service; The fifth part includes constructing evaluationsystem of equal basic medical services of Shanghai by using factor analysis,comprehensive evaluation of districts and counties; The sixth part is mainly about drawinglessons from successful experience of basic medical services both at home and abroad, andfurther modify the deficiency of the existing policy of Shanghai; The seventh part bringsforward the Shanghai basic medical service equalization "the three-in-one" mode,including government push power, medical institution driving force and citizen gravitation,providing reference Suggestions for Shanghai basic medical services; The eighth part ismainly about the summary and outlook of equal basic medical services in Shanghai.
