Exploration Into Medical Insurance Problems Of Migrant Workers From The Viewpoints Of Equalization Of Basic Public Services

Rural migrant workers are those peasants who embark upon non-farm work in the urban area. With the development of industrialization and urbanization,rural migrant works stand out as a new workforce,contributing greatly to the economic development and social restruction.However,migrant works receive less education and lower the overall quality of labor and high employment pressure, make them engaging in long-time and high intensive work,and employers provide crude living condition,make their health status worse. Most migrant workers have limited income,therefore,they have to face the difficult and expensive medical treatment social reality problems.They urgently need national health insurance to ease the financial burden,besides,they also hope to be able to enjoy the basic public services and share the achievements of reform and development provided by the country.Medical insurance for migrant workers has become an important task for the new era of government.Medical insurance for migrant workers as an important part of our basic public services,which can ensure migrant workers enjoy the general equal medical treatment with urban workers.This reflects the social equity and justice,its also the inevitable requirement for achieving the equalization of public services.Equalization of basic public services means that all residents within a country should have roughly the same level of basic public services, including compulsory education,employment and social security, basic health and medical. However,China has formed the long-term urban and rural social security system make the migrant workers enjoying less government provision of public services,and medical insurance for urban workers and migrant workers is not equalization,not achieve the social equity. At the same time, although a few local governments formulate its own policy on medical insurance for migrant workers, migrant workers are very about it, duing to the great diffences of other places’medical insurance,and have difficulty to connection other places’medical insurance.Therefore, we studied the medical insurance of migrant workers, to find the problems of urban and rural areas, different regions, different industries and different types of migrant workers health insurance, to analyze the specific reasons for these problems,and formulate effective public policies,exert government’s public service functions, and establish the integration of the medical insurance system between urban workers and migrant workers.This has important the oretical and practical significance for improving the universal basic medical insurance system, and building a harmonious society and achieving social equity and justice.This passage mainly study migrant workers’medical insurance, and explain the related theory of basic public equalization, and expound the development process of China’s migrant workers health insurance, and find the problems between urban and rural, different regions, different types, different industries about medical insurance, to propose feasibility countermeasures to solve these problems.
