| With the popularization of3G services and the rise of4G services, telecommunication operators have entered into a full-service era. The products, prices and technologies of the operators have become more and more homogeneous. At the same time, the complexity of services and networks has been increasing, making the cost of network maintenance also rise. Also, the loss of maintenance workers brings great challenge to telecommunication operators. Under this background, the managed services model of network operation and maintenance which has been adopted by operators has been faced with challenges.Although the network operation and maintenance outsourcing mode provides the telecommunication operators with professional and intensive services, there are several managerial problems when cooperating with outsourcing companies, such as the outsourcing mode, outsourcing company management and risk management. Therefore, it is very necessary to analyze the inner pattern of network maintenance outsourcing.This paper reviews the academic results of the telecommunication operator transformation, telecommunication operator outsourcing, the development situation of telecommunication network maintenance outsourcing, and utilize outsourcing identification model, outsourcing company cooperation mode and risk management model to construct an assessment standard of telecommunication network maintenance outsourcing. Based on this, this paper analyzes the real situation of B Company and has found that B Company is faced with many problems, such as the low efficiency, lower budget but higher cost and so on. Thus, this paper proposes several strategies of how B Company will improve network operation and maintenance, from the perspective of vendor evaluation, risk management and control mode. First, the operators should transform the operation and maintenance mode from de-centralized to centralized management, to coordinate the source by its own. Second, operators should refine the evaluation system of maintenance vendors. Third, operators should focus on the risk management of operation and maintenance. Fourth, operators need to choose the operation and maintenance mode dynamically according to the need of operators at different time. Such suggestions will provide guidance for all telecommunication operators. |
