The Research On Fiscal And Tax Policy Of Ecological Civilization Construction Of "Blue And Yellow" Two Areas

Shandong Government founded Yellow River Delta Efficient Ecological Economic Zoneand Shandong Peninsula Blue Economic Zone in2009and2011, in response to the"Ecological Shandong", the construction of ecological civilization as one of the mostimportant work, is placed at the same height as economy. Due to the characteristics ofecological resources with externalities and public goods, government regulation needs toplay a greater role in ecological construction, fiscal policy as the main tool for governmentregulation has an irreplaceable position. To research on the relationship between fiscalpolicies and ecological civilization construction, to make the policy recommendations intopractice, can not only strengthen environmental protection and controlling, but alsoimprove the existing taxation system and implement the strategy of sustainabledevelopment in the region.This paper is divided into five chapters, the former two chapters are mainly theoreticalbasis, the use of economic theory and geometric models are to explain the necessity andfeasibility of fiscal policies to promote ecological civilization construction. The later threechapters are mainly about the status, problems and advices of fiscal policies in ecologicalcivilization construction of two areas.Different from the rapid development of foreign environmental taxes, green credit,environmental pollution liability insurance in foreign countries, study of ecologicalcivilization construction in China has been concerned in recent years, many policymeasures are urgently needed to be build. So that, we come up many suggests, covering allareas in need of improvement. However, because the two areas policy was made recently,some places lack of complete data.
