This research starts from the theory of evolution on financial ecology, choosingeight provinces in eastern China (including Liaoning, Hebei, Shandong, Jiangsu,Zhejiang, Fujian, Guangdong and Hainan.) as the object of study. According toprinciples of science, rationality, hierarchy and comparability, this paper selected38indicators of eight major aspects, such as financial intermediary body, financialmarkets, other financial subjects, the economic environment, policy environment,legal environment, cultural and social environment and the credit environment, tobuild a comprehensive evaluation system of financial ecology, and makescomparative studies to the financial ecology body and environment respectively.This paper uses comparative analysis method to study the object during2007-2011and makes horizontal comparison and judgment of the financial ecologicalcondition of the provinces, pointing out existing deficiencies, laying the foundationfor further refinement and improvement. The overall evaluation of the financialecological situation of Shandong province is the main purpose of this research, whichaims to improve the financial eco-system, to promote the sound development of theeconomy and to put forward reasonable proposals for Shandong Province.A relatively new study perspective is a highlight in constructing a comprehensiveevaluation index system, which lays theoretical groundwork for this article. Theresults show that the financial eco-system overall evaluation of Guangdong, Zhejiang,Jiangsu, Shandong is EXCELLENT, Liaoning, Hebei are evaluated as GOOD, Fujianand Hainan, however, get the lowest score, meaning that the evaluation is BAD.Research analysis shows that the financial ecology of Shandong Province stays at themiddle level. However, there are problems such as imbalance in the distribution offinancial resources, too much government intervention, imperfect integrity and legalenvironment, direct financing is more lag and other issues. To solve these problems,this paper strongly recommends developing economic construction, optimizing theallocation of financial resources, regulating government behavior, and improving theintegrity of the environment and enhancing the quality of service and level ofintermediaries, and in the end developing direct financing proposals.
