How to solve the living question of the low-and-middle people is the problemthat a country must face in the process of urbanization. As the economy continuesto develop, the living problem is more severe. The government has been aware ofthis problem and come up through the provision of affordable housing to thelow-and-middle people to achieve the residency, thus contributing to the overallhealth of social stability and development. The construction of affordable housingis an imperative of popular works. Then the study of how to allocate and manageaffordable housing is the right time.The study of the institution of allocating and managing the affordable housinghas been for a long time in abroad, especially China’s Hong Kong has formed arelatively complete and effective system. The construction of affordable housingin our country only has a short time, the institution of allocating and managing theaffordable housing need be improved. By drawing on the advanced experienceof foreign countries and with our own characteristics, this paper is focusing onhow to form a complete and effective the institution of allocating and managingthe affordable housing so that the affordable housing is to optimize theconfiguration. Eventually, it will be effectively solving the specific designproblems of the affordable housing allocation and management system.In this paper, according to the process of obtaining affordable housing, theinstitution of allocating and managing the affordable housing will be divided intothree stages. The first stage is to enter the period of institutional arrangements, and the second stage is the holding period institutional arrangements, the third stage isthe exit of institutional arrangements. Then, using relevant methods of economicsto focus on the main stage of the pros and cons of the system, clearly the systemshould be improved places. Finally, learning from the successful experience offoreign countries and on the basis of previously proposed for the inadequacy of theproposed, this paper argues that effective and feasible improvement measures.Currently, the government is to continue building affordable housingavailable to more low-and-middle income people to achieve their dream to liveand work. Therefore, related measures, especially the institution of allocating andmanaging the affordable housing is also designed to be continuously improved. Itis the only way to achieve the real purpose of protection of housing construction.
