| Based on a survey on "hundreds of villages" by Institute for China Rural Studies of Central Normal University, this paper combines case studies and current situations of rural primary school consolidation of Mahao Village, and discusses in details about problems of recycling of idle schoolhouses in rural school consolidation process through observations and in-depth interviews. The author tries to apply technical strategies of "Theory Carding--Case Study Input--Process Description--Analysis and Explanation--Conclusion Outcome". That is, to begin with method of empirical case study, to make the process of "village current situation--management system transformation of schoolhouses after consolidation of rural primary schools--results" as the clue, and to appropriately analyze and explain, then to get basic conclusions.On the basis of combination of macro-environment of society and micro-environment of villages, the paper describes and analyzes the consolidation--idling--rebuilding of rural primary schools in Mahao Village. The paper puts forward a point of view that the main reason for management system transformation of schoolhouses after consolidation for rural primary schools lies in significant adjustments to national rural education resources, and specific current situations of village customs, capital and debts.The author describes the process of management system transformation of idle rural primary schools from three aspects:first, the black case phase of management system transformation in the process of consolidation for idle primary schools--the non-participation behavior of relevant departments and villagers results in an environment without supervision for management system transformation of idle schoolhouses. The treatment for idle assets encounters difficulties, but such difficulties become opportunities for assets management system transformation; second, the exposure phase of management system transformation in the process of consolidation for idle primary schools--the problems of management system transformation for idle assets in the process of consolidation of rural primary schools are exposed due to re-election of Village Secretary; third, the interaction phase after exposure of management system transformation in the process of consolidation for idle assets--which is a description of interaction among the new Village Secretary, the villagers and the town government after the management system transformation of assets. Based on this, under the background of consolidation for rural primary schools, this paper studies asset management system transformation of consolidated schoolhouses, and summarizes the main reasons for the management system transformation as:the non-transparent implementation of policies, the lack of democratic participation and deficiency of supervision mechanism. |
