Simulation Of The Land Use And Control Mechanism In Beijing Urban-Rural

Urban-rural, as one of the most obvious area of land use change, the trend of itsland use change and its ecological environment changes gradually become the focusof people’s attention.On the basis of definition the of Beijing urban-rural boundaryand analysis of the situation of land use change from1999to2010of the study area,study competitive relation between combination and single class and use theCA-Markov model to predict the land use pattern of Beijing urban-rural in2021.Combined with the ecological service value theory, analysis the change of theecological environment caused by land use change.The results show that:(1) The probability of single classes into construction landin the study area is80%and the probability conversion of combination class is20%. According to urban land rent-seeking theory, land use ways are usually decidedby the land rent, land turn to high rent way of land use gradually. According to thedifference of transition probability between single classes and combination class, itcan draw the competitiveness of combination class is far higher than thecompetitiveness of single classes.(2) During1999-2021, the urban-rural generallycharacterized by plough, water area and unused land decreased, urban green land、construction land increased.(3) The ecological environment in the study area declineyear by year, but because of the government and the people more and more attentionto the environment, reducing speed of the2010-2021significantly lower than the1999-2010, from34.17%down to6.43%. Seeing from the proportion of the totalecosystem service value of various land use type the proportion of plough, water area,urban green land is higher.Studies maintain that: land use management and regulation of Beijing urban-ruralshould be done from the following three aspects:(1)Adjust land use structure, raisethe proportion of combination class. According to the characteristics of urban-ruralland use, adjust the structure of land use, coordinate the conflicts between urban landand rural land use, optimize the urban and rural land use pattern, and the introductionof collect a variety of use in the integration of agricultural experience area,sightseeing picking garden, nursery, such as urban agriculture, in order to improve the competitiveness of land use.(2) Optimize the land market, strengthen themacroeconomic regulation and control of land use and management. Promote furtherdeepen the reform of system of compensated land-use,use economic levers to guide,regulate the land market, optimize configuration of land resources, set up perfect、fairness、justice、 normative land market. At the same time, on the basis of dealingwith the relationship between land use planning and urban planning, strengthen themanagement of planning, to do with planning to guide construction, realize therational use and regulation of urban-rural land use.(3)It is to attach great importanceto the protection and reclamation of ecological environment. To strengthen theconstruction and protection of the green barriers, speed up comprehensiveimprovement of urban environment, and vigorously develop circular economy, reducethe pollution load.
