Green Industry Growth Accounting Economic Analysis Of China's Provinces

Since reform and opening-up， China’s regional industrial development has maderemarkable achievements，and has gotten rid of the backwardness of the pastindustrial development. But due to the strong pursuit of industrial growth in the pastand the ignorance of the quality of industrial growth and environmental protection，the domestic environment is worsening， which is a serious threat to the sustainabledevelopment of industrial economy. If there is no improvement， the sustainabledevelopment of industrial economy will become a empty talk. From the nationalstrategy perspective， we must unswervingly implement the basic national policy ofenvironmental protection. Meanwhile， to coordinate economic development andenvironmental protection is the inevitable requirement of a new road toindustrialization. The Third Plenary Session of the18th Central Committee of theCommunist points out that a complete system of ecological civilization must beestablished， the strictest source protection policy must be carried out， the system ofenvironmental management and ecological restoration should be improved， with thesystem reform of ecological environment protection management system，establishing and perfecting the strict supervision of all pollutants of environmentalprotection management system， independent of environmental supervision andadministrative law enforcement. Published environmental information in time，improve the reporting system， strengthen social supervision. Perfect the pollutantdischarge permit system， practice the enterprise or business unit pollutant totalamount control system". Obviously，in order to promote the in-depth implementationof strategy (decision)， we need to be scientifically analyze the source of economicgrowth， which not only help us to grasp the course and looking to the future trend ofthe economic growth， and help to clarify the development present situation andcontradiction in the coordination of environmental protection and industrialdevelopment target. So, the industrial economic growth under the restriction ofenvironment accounting is of great significance.This article introduced the Beyond logarithm production function andenvironment variables，extend the solow model， so we can account China’s industrialgrowth from1998-2012，we also multiple decomposition of industrial productivity, more in-depth analysis of the industry in our country the true source of economicgrowth. In addition， this paper also analysis the contrast of containing theenvironment variables or not， this paper discusses the environment variable incalculating the influence of economic growth， this also verify that the necessity ofthe green economic growth adopted in the accounting model.China’s regional industrial economy growth accounting analysis of the mainconclusions are as follows: the main source of China’s regional industrial economicgrowth is the steady accumulation of intermediate input，followed by physical capitalaccumulation， total factor productivity growth and labor input growth and thecontribution of natural resources-environment; The increase of per capita investmentintensity， capital deepening industrial Labour productivity growth is the mainpower， and followed by the role of the total factor productivity change and otherfactors; Compared to consider introducing environment variable analysis， regardlessof the environment variables will overestimate the influence of capital deepening inindustrial productivity， underestimate the influence of intermediate input intensity，per capita industrial total factor productivity change is not obvious. Therefore， inorder to promote sustainable development of our province industrial economy andregional coordinated development， we should accelerate the transformation of themode of industrial economy growth and adheres to the scientific concept ofdevelopment，make great efforts to improve the level of science and technology，strengthen environmental protection， improve the efficiency of capital allocation andthe quality of workers.
