The Designing Proposal Of Administrative System After The Health Service Group’s Recombination Of Xunyi County

The health cause involves all the families and their immediate interest. Therefore, the Third Plenary Session of the18th Central Committee of the Communist Party of China put forward clearly to deepening the comprehensive reform of the health institution of the grass-root unit. From the point of view of the organizational behavior theory, the article does some research on the frame design of the medical services group of Xunyi Counry. It also focuses on the county how to carry out the essence of the third Plenary Session of the18th Central Committee of the Communist Party of China and promote the comprehensive reform of the village management according to the principle of Baojiben, qiang jiceng, jianjizhi. Meanwhile, the article also explores how to strengthen the construction medical institutions service ability of grassroots, further straighten out the medical health system mechanism, establish the medical health service system adapting to the county’s economic and social development, solve the masses’problem of seeing a doctor too difficult and costing too much and improve the ability and level of the medical service of the grass root unit constantly.By applying the ways of putting forward the question, analyzing the present situation, finding out the reason and designing the proposal, the article dose some research on the existing problem in the course of the operating process of the health service institution of Xunyi County. Firstly, it expounds the purpose, significance, approach, comments, methods and frame. Next, on the basis of reading the related documents, the article hackles the documents related with the enterprise management and reform of medical system. Thirdly, it analyzes briefly the present situation, existing problem and the reason of them, including the weakness of medical security, the shortage of the total quantity of the medical resource and unreasonable allocation, the weakness of the talents construction, the unbalancing development of the medical service between the urban and rural area, comprehensively delay of medical service’s building. Last, by means of the recombination of the medical group of the county and the town basing on the theory of the contemporary enterprise system and the combination of the enterprise, the article puts forward the blue print of the recombination of the medical group, the mating blue print of each administrative system and security measure.The conclusions are as follow:First, the existing problems during the operating process of the traditional medical service institution are fully understood.Second, by comparing and analyzing the related data, the advantage of the group after the recombination is verified.Third, by designing the proposals of the recombination of the medical service group, the contradiction between the public welfare, attainability, social and the commercializing and its service of the medical institution is fairly solved. In some degree, it is a quite complete reform containing the exploring feature and provides certain value of drawing lessons to the reform of the medical system of the grass root unit, especially to the undeveloped areas of the western China.
