The New Policy Of Rural Cooperative Medical Care System Research

The new rural cooperative medical system is a rural medical security system with Chinese characteristics. This system is an important Policy benefiting farmers introduced under the Background of building a socialist harmonious society and the growing contradictions in the real rural health services and health care needs of the farmers are incompatible. Continuously and effectively promoting to this system is not only directly related to the health of the peasant masses, but also playing an important role in rural work in the whole society as well as in achieving the target of building a moderately prosperous society.Xunyi County in Shanxi Province begun to implement the new rural cooperative medical scheme since2006. And after several years of operation, Heritage Site conducted exploration and practice on the new rural cooperative medical care financing, compensation mechanism, fund management, and major diseases of exploration and practice reimbursement system of the new rural cooperative medical. These initiatives can not only alleviate the problems of expensive medical for farmers to some extent and eliminate the phenomenon of poverty of local farmer induced by illness, but also create and accumulate some experience fo other areas. This paper attempts to take the Marxist theory about social security as guid-theory about the Social Security deduction of social security funds, social reproduction, the main national responsibility to protect the fund management and other related theories-, take the discussion on rural medical security system of Successive new Chinese leaders as general direction, analyzed China’s new rural cooperative medical system, especially the problem of the financing mechanism, compensation mechanism, fund management, etc in the new rural cooperative medical care system of Xunyi County in Shanxi Province, explored a new type of rural cooperative medical care a reality in line with Heritage Site system providing a theoretical basis for the reference and improvement of the new rural cooperative medical care system in the development in all levels of government, improve.Through literature analysis, empirical analysis, statistical analysis, this paper take the Marxist theory as safeguard, take the current situation of Xunyi County, Shaanxi Province and propose Policy recommendations on financing mechanism, compensation mechanism, reimbursement and other aspects of major diseases of the new rural cooperative medical care system.The first chapter introduces the content about background, purpose and significance, research methods, and innovative of the study. The second chapter expounded the theory about rural cooperative medical care and research in Marx. The third chapter describes the formation history, current situation and policy recommendations of the new rural cooperative medical policy:Broadening the financing channels, improving the compensation mechanisms to strengthen supervision of funds, etc in order to provide some reference for other regions. The fourth chapter, take the sample of Xunyi County, Shaanxi Province, analyze Specific practices of Xunyi County on Financing mechanisms, compensation standards, compensation procedures, regulatory and other aspects in particular on the major disease reimbursement system. The fifth chapter propose some recommendations to further this system to solve the problem existing in the new rural cooperative medical system of Xunyi Problems.This study is made both for the purposes of theoretical discussion and the sought to combine with the actual operation. The basic intention is:Under the background of lacking research on rural medical security system in professional aspects of the basic principles of Marxism, how to learn theoretical knowledge from Marxist theory protection and apply it in the rural medical security system practices which benefits the most, protects the most difficult in current China, also how to explore and innovate in practice in order to the form a relatively stable policy regime for reguidance which is the reason for this article. However, due to limited knowledge, there will inevitably be some gaps and deficiencies at the theoretical level and depth. I hope to get more corrections in order to have a reference for future research.
