Efficiency Based On DEA Method Quasi-corporate Agricultural Social Service System

Research on agricultural social service system plays an important role to promote the development of modern agriculture, improve the level of rural economy, increase farmers’ income and so on, it is an effective way to solve the "three rural" issues. Agricultural social service system has been continuously improved, plays an important role in increasing farmers’income, improving agricultural ecological environment and achieving social justice. However, we want to know how its efficiency level and whether it is effective. Therefore, this article studies efficiency of agricultural social service system based on the quasi enterprise.This article is based on the research literature of domestic and foreign scholars, analyses influence factors of agricultural social service system and related content about measurement of agricultural social service system efficiency. Based on the definition of efficiency, considering the characteristics of agricultural social service system, this article chooses method named data envelopment analysis to evaluate the level of agricultural social service system efficiency by comparing lots of efficiency evaluation methods. Taking into account that there are many types about agricultural social service system, the article analyzes market, quasi enterprise and enterprise agricultural social service system from multiple perspectives such as economies of scale, decision making, execution efficiency, transaction cost, and selects quasi enterprise agricultural social service system as subjects combined with the actual situation in China. And then, the article constructs the specific model of quasi enterprise agricultural social service system from farmers, leading enterprises and government. The article builds index system of evaluation about quasi enterprise agricultural social service system efficiency from input and output angle, which can reflect economic benefit, social benefit and ecological benefit. Then, this paper uses data about26areas in China from2004to2011to evaluate the quasi enterprise agricultural social service system efficiency in different regions of China using CCR model, BCC model and super efficiency model, and further decomposed it into pure technical efficiency and scale efficiency. This article analyses the empirical results from different angles, there are some main conclusions, overall, the level of quasi enterprise agricultural social service system efficiency is low, there is a large room for improvement. In scale efficiency, some areas are in the stage of increasing, which can achieve the scale effectively of quasi enterprise agricultural social service system by increasing quantity of input. In pure technical efficiency, most areas are not effectively. From horizontal to see, the level of quasi enterprise agricultural social service system efficiency in different regions differs greatly. From the east, middle and west, there is a big difference. According to the results of empirical analysis, there are a lot of measures to enhance efficiency of quasi enterprise agricultural social service system, such as introducing advanced technology, improving the level of management, establishing agricultural information system and other relevant policy recommendations.
