The Research On The Establishment Of Brownfield Harnessing System In China

China is right now experiencing the rapid urbanization and industrialization. As cities expand and industries upgrade, a lot of brownfield left inside the city is facing redevelopment. In order to ease urban land strain and avoid urban random spreading, it’s also required to handle brownfield timely and effectively. But currently, China is still impercipient on this matter, lacking special brownfield related law support and permanent mechanism&standards system on brownfield control. So it’s really urgent and necessary to have a systematic, overall, and deep research on brownfield in China, which is also significant to sustainable Chinese urban development.Although meticulous overseas study on brownfield has been done, and comparatively mature legal system&redevelopment mechanism has been reached, facing different state condition, we have to utilize their advanced experience to have our own brownfield treating explore, based on our actual situation. After having a deep analysis on brownfield-handling experience and lessons on principle, system and means in developed countries like America and Germany and making a compare with China’s real, this study proposes brownfield’s connotation and range, deeply analyzes actual state, matters and acting factors of China’s brownfield, and at last gives a reasonable suggestion on brownfield handling. The innovation lies in that, it systematically summarized brownfield developing experience both home and abroad, proposed brownfield-treating principles, gives advices on environmental impact assessment and government organization reform on brownfield, and makes an overall analysis on China’s brownfield-handling for the first time.
