In the later half of 20th century, international competition, changing market and production and technological progress are resulting in the decline of traditional industrial enterprises in cities, which left idle, abandoned, often contaminated the land, it is termed as "Brownfield". The clearance and redevelopment of brownfield are intertwined with the contradiction between economic development and environmental protection, which involve different stakeholders, so it is concerned by many countries and their local governments, enterprises and civil non-profit organizations. The conflicts are obvious in industrialization and urbanization courses in the developed regions or cities.Taking Fuzhou City as a case. Firstly, this paper analysed the status of Fuzhou brownfield redevelopment, and its driving force; Secondly, it analysed not only the conflicts among different stakeholders and their interests, but also the causes of these conflicts,basing on stakeholder theory and conflict management theory, as well as "Q method," Thirdly, it analysed the role of the government in the brownfield redevelopment. Finally, it put forward countermeasures to these issues.In theory, this study will further deepen the interaction between development and environment awareness, enrich and improve the theory of sustainable urban development and theory of environmental management. In practice, this study will analyse the conflicts of brownfield redevelopment and their causes from the view of management, and will try to provide a theoretical basis.for Fuzhou to achieve sustainable development. The conclusions can also provide the references of sustainable development with other cities.
