Brownfields are contaminated land resources,inappropriate redevelopment is not conducive to the sustainable development of the city, but will also cause a waste of land resources and money, and even produce a certain of risks on Socio-economic and environmental.some European and American countries have defined the concept and characteristics of brownfields sites, and developed a special system for the use of brownfield redevelopment.But there is not a unified concept for the term of brownfield in China,nor the reconstruction related technical methods and the reconstruction evaluation method, resulting in a lot of use of brownfield lands development and utilization using the method in general, resulting in a great waste of risks on Socio-economic and environmental. Therefore, it is necessary to produce the characteristics of brownfield in our country to clear concepts and features of brownfield sites, and use a comprehensive evaluation method in brownfield redevelopment to identify a the optimal planning scheme on social-economic、 environmental benefits aspects.,at last provide decision support for decision -makers to achieve the purpose of optimal allocation of resources, in addition, according to research at home and abroad,many brownfields lack of communication and coordination between the different stakeholders in the reconstruction process, making a large of brownfields redevelopment s restrained or use or development direction contrary to wishes of stakeholders.Based on the above problems, this paper based on the current situation brownfield study from home and broad and the characteristics of the generation of brownfield, outlining the characteristics of brownfield sites in our country. On this basis,I propose a " four-stage " approach to determine the "potential brownfield " in order to prevent and make classification management on possible future brownfield. for the sake of making a quick and easy evaluation on brownfield redevelopment to address the contradictions between rapid development of China’s cities and manpower, resources, time and money contradiction on brownfield redevelopment, this paper presents an integrated approach to the evaluation of brownfield redevelopment. That is, through Socio-economic and environmental assessment to determine the optimal use of brownfield redevelopment planning.In order to explore the stakeholders’impact to the use of brownfield redevelopment, this paper make the results of the questionnaire and statistical analysis on the form of a questionnaire which distributed in Baiyin DongdagouTo verify the validity of the method, we choose Baiyin Dongdagou as a case study area.First of all, calculate the human health risks of the study area with the health risk assessment model.Secondly, select a series of Socio-economic、 environmental indicators and use the GIS spatial analysis techniques to study area of Socio-economic, environment comprehensive evaluation. Finally, the paper carried out the study area stakeholder results showed that the higher risk to human health in the study area are the shuanghe Village-shapo post, yaqu Shui-Minqin Village-Haojia Chuan. To get the biggest Socio-economic and environmental benefits after reconstruction are the shuanghe Village, Li tai Village, shapo post, Hao Jiachuan. According to stakeholder’s survey,38.83% of the public believed that dongdagou should develop ecological landscape tourism projects after the management,46.67 percent of respondents believed that there should be a certain number of parks and green facilities if people want to work or live in dongdagou in the future.On the basis of these studies, this paper attempts to construct a decision support system framework on China’s brownfields reconstruction and using, so as to provide reference for formulating brownfields’ reconstruction using system in our country.
