From the reform and opening to now, the eastern region of China using itsregional advantages and the preferential policies from government, constantlyrelocating international industries, become a leader in the process of global valueadded chain links and have gradually constructed a certain competitive manufacturingand processing platform. However, the long-standing economic growth mainly comesfrom extensive economic development with high energy consumption, high-cost, highpollution and low efficiency which gradually lead to an imbalance of regionaleconomic development.Compared with the eastern region, the central region lacks ofsufficient high-level production factors such as capital, knowledge and technology.But it has a wealth of natural resources and labor resources. Therefore, under such aneconomic background, the central region has to undertake a number of industries ineastern regions, such as a declining traditional industries, the primary processingindustries, labor-intensive industries and resource-consuming industries.It not onlyfree up more labor and capital to develop high-tech industries for the eastern region,but also allows the natural resources, labor and other factors in the central region befully utilized re-optimizing the allocation of resources in each region and achievingcoordinated and sustainable development of regional economy target.This paper is divided into seven sections. The first section leads the researchbackground and significance of the topic, and describes the research methods, ideasand possible innovations. The second section is a review of sustainable developmentof the theory of industrial transfer, mainly describing the theoretical overview ofsustainable development and theoretical overview of industrial transfer at home andabroad. industrial transfer.The third section introduces the real basis and status of thecentral region undertaking industrial transfer from the eastern region. Beforedescribing the status of the eastern central region undertaking the transfer of industries,mainly describes the real-basis from the the foundation of opening up, the naturalbasis and comparative advantage. Fourth section, It calculate industries which havetrends to shift outwards from36industries from five provinces and one city Shanghai,Jiangsu, Guangdong, Fujian, Zhejiang, Shandong) in eastern region respectivelyusing the static and dynamic regional concentration index which provide a strongbasis point selection. Fifth section describes the construction of the index system forsustainable development of the industry and the specific implementation steps ofresearch methods. Sixth section build a sustainable industry choice model in JiangxiProvince, using factor analysis method from14indicators and six aspects rank36industries in Jiangxi and select strong industry in sustainable development which should beundertaken by Jiangxi. Severthfth section propose some methods of promoting thecentral region to undertake the industry of sustainable development from four aspectsof space, industrial, corporate, institutional.
