At present, China is a uneven country in regional economic development. The central region is plays a important role in China's three major economic regions. The central region's comprehensive development in economic and social is very important to build all-round well-off society, China's socialist harmonious society, national peoples'happiness and stability. In order to realize the central region's economy healthy and rapid development, the central region should optimize the local industrial structure, the production structure towards rationalization and high-class firstly.For a less developed country or region, if it can reasonably and successfully undertake industrial iransfer in developed regions, it will not only make the local economy develop quickly and prosperity, but also can optimize and upgrade the local industrial structure, so that the economic development toward a optimum circle development. The eastern region is a developed area compared with central region, it has towarded the later stages of industrialization with rapid development over three decades.
