Since China’s accession to the WTO，China’s financial sector openness are deepening.Atthe same time,the domestic commercial banks speed up the international distribution,and theiroverseas business network accelerate extended in worldwide. After several years ofdevelopment,the institutions deployment of domestic commercial banks in the worldwidehave greate scale. Taking a large state-owned commercial banks,for example,which haveestablished branches in more than15countries and regions. The promotion of theinternationalization strategy for commercial banks,is inseparable from the support ofinformation systems. How the commercial banks overseas information systems meet thecharacteristics of globalization,how the commercial banks overseas information systemssupport different characteristics and different needs of different foreign institutions inensuring the premise of unified management of the Group Head Office,how the commercialbanks overseas information systems effectively respond to different regulatory policies of thehost country information systems,to ensure regulatory compliance,what are the commercialbank must deal with actively study and seriously,during its information system constructionprocess of internationalization.In this regard, this issue focus on the the different demands on business which thecommercial banks encountered,the differentiated demand due to the territorial regulatoryrequirements of the Financial Regulator,and the differentiated demand due to trade policy orsystem requirements.This issue focus on the Globalization Features also.This issue researchesto enhance information systems to deal with the ability to support these three issues.Itresearches how to ensure that the head office of intensive management,and create a moreflexible and adaptable overseas information system for commercial banking,at the same timeto support for globalization and differentiating.This research has important reference andreference to the international strategic planning of commercial banks even companies.The goal of this thesis is：1.Transform the core module of overseas information system, to meet the different needs;2. Construct overseasbusiness platform to meet the different local needs,also meet therequirements of local regulators and industry system;3.Supports multi-level relationship management agency,and to support multiple timezones, multi-language, multi-currency and multi-accounting system characteristic ofglobalization.For the above objectives, the main subject of specific work to do the following:1.Inorder to support to the needs of different flexibly and rapidly,an overseas commercialbank information system is divided into a core system, and a overseasbusiness platform.Forthe core system，the system architecture to build a "stable trunk+difference branch".Stabletrunk by standardized processing module,to realize the full line of standard businessfunctions;Differences in branching through the new differential processing module,for thedifferent business functions that only part of the Agency proposed,which is not universal.Forthe specific design,focus on the difference of service function,the difference content of acomplete business function by the core system,classified as business elements, the business process and business rules three categories.To resolve the differences between businessprocesses and business rules through the main control program;To support business elementsby terminal transaction transformation.And realization the different business needs of theforeign institutions satisfactorily.2.About the overseasbusiness platform，first, in the functional orientation, the platform isthe basic platform to realize the business institutions outside the local characteristics, toprovide the basic components and component therefrom, support the overseas institutionscharacteristic business development team developed a local application specific. Compared tothe core system, function of focusing this platform provides the local characteristics of foreigninstitutions in the business, including support for local and overseas third party system, insupport of the local development of intermediate business, realize the internal managementneeds, as well as the head office standard business features. Then in the system structurecharacteristic, overseas business platform is connected with the core system and the peripherysystem of bank, through the transfer of information and functions of cohesion, jointlycompleted by local characteristics to the head office to complete business processes.3.In order to meet the requirements of globalization, On the great difficulty,managementmode of various institutions on different foreign institutions, put forward to solve, throughthe establishment of multi-level institutional relationship scheme. First, the establishment andmaintenance of the level of management and business relationship information, and realizethe unified management of the overseas institutions information.
