GDP is an important indicator of the extent and degree of development and progress of the country ’s once thought to be the greatest invention of the20th century, but also an important basis to reflect the reality of society, including unemployment, supply and demand and other issues, and for a long time been used as authoritative data to measure the country ’s economic development. However, to the end of the twentieth century, people gradually realized that the traditional GDP indicator system is flawed, it does not affect the accounting of resources and environmental degradation and improvement of social and economic development brings, does not reflect the potential costs, benefits and ecological community benefits. In the resource-based development in the region, unlimited consumption of resources and the environment has become a powerful source of motivation boosters and GDP growth, which is contrary to economic theory and recycling. In view of this, and actively carry out environmental economic accounting for resources, the impact of research resources depletion and environmental destruction of the GDP, GDP for improvement of this indicator is important. By summarizing previous research resource and environmental cost accounting, resource and environment reclassification, the use of new resources and environmental cost calculation method to calculate the Inner Mongolia Autonomous Region from2008to2012resource costs and environmental costs, combined with the launch of the United Nations SEEA model to calculate the green GDP Inner Mongolia Autonomous Region in recent years, according to the final calculations, the amount drawn Inner Mongolia green GDP increased year by year, but in the traditional GDP accounting for the overall decline in the conclusions, which made the resource-based cities should be encouraged development of the first and third industries, the development of policy recommendations to limit the secondary industry.
