Performance appraisal is an organizational management behavior which assesses an individual employee’s job performance, attitude, productivity and performance, to motivate employee continuously improving their works. Performance appraisal is an important means of human resources management. It is an Important basis for promotion, and also an important means to stimulate employee intrinsic motivation to work. According to "Regulations on the staff performance appraisal of the People’s Bank of China Lanzhou Central Sub-branch", The competent departments at all levels should carry out performance appraisal in accordance with administration authority. However, in the actual implementation process, With the change of environment and condition, the staff performance appraisal of the People’s Bank can not reflect the real situation, and proper assess employee’s job performance. So from the practical work, it has a very important significance to analysis the problems in performance appraisal and explore the improvement means.On the basis of previous research, this article takes Lanzhou Central Sub-branch for example to discuss the present situation and problems of performance appraisal,which occurred in the People’s Bank of China. It elaborates the construction process of perfonnance appraisal system and presents the reasonable and feasible scheme, from job competency assessment and performance appraisal two dimensions. And it provides a important guiding framework for performance appraisal. This Improving system of performance appraisal which has systematic, flexibility, continuity, is easy to operate in practice. It will provide an important tool for the performance appraisal, performance management and human resource management. And it will rich the means of human resource management for the central bank. Finally, it will promote and raise the overall performance of the central bank.
