The people’s bank of China is China’s central bank, in a very important position in the financial system of a country. The international financial crisis, with the changing international and domestic economic and financial situation, the people’s bank of China in the maintenance of financial stability function is playing an increasingly important role, for the people’s bank of China branch of role ability put forward higher requirements. Performance appraisal as an important part of performance management in human resources management plays a very important role, is to improve working level, to enhance their role and ability, give play to the role of performance management incentive constraints important guarantee. In recent years, the people’s bank of LZ branch under the leadership of the people’s bank of China head office, and actively explore new way and new method of performance appraisal, constantly trying to build a comprehensive and reasonable performance appraisal system. But the LZ branch of the people’s bank of China in terms of performance appraisal also some shortcomings, such as, the inspection goal is not clear, the lack of the unified examination plan; Set of assessment index lack of rationality assessment methods lack of operability; Inadequate assessment results feedback, and application, also did not give full play to the people’s bank of LZ branch human resource advantage and potential employees, therefore, performance appraisal system construction for the current LZ branch of the people’s bank of China is very necessary.In combination with the practical situation of LZ branch of the people’s bank of China, this paper analyzes the current LZ branches of the people’s bank of China performance appraisal management, existing problems and the cause of formation from the practical significance of constructing performance evaluation system, analyzes the necessity and feasibility of constructing performance evaluation system, put forward the perfect way of performance appraisal, performance appraisal system for systemic conditions, procedures, ways and methods, multi-level and multi-angle expounds the process of the construction of the performance appraisal system, easy to operate in the practical work, easy to implement. LZ for further improvement of the people’s bank of China branches performance evaluation practice, to solve the problems encountered in the development of provides an important tool, the central bank’s human resources management management means is rich, is beneficial to accelerate the development of cadres, to improve the general performance of the LZ branch.
