The implementation method of enterprise bidding is one of the key elements on the bidding business. Lower operating efficiency and non-standard operating activities on bidding business make the electronic bidding business have some application advantages in the construction industry. Electronic bidding business (EBB) is the improvement of the traditional bidding which based on the Internet information technology and electronic trading platform. And it also could play the role as the constraints on the traditional bidding business.Through designing a series of an rational process of electronic bidding, it could accomplish the goal of entire electronic process, standardization of documents, remote technology evaluation, credit information and network supervision during the bidding process. Furthermore, it could effectively promote the standardization and regulation of bidding business, improve the transparency and fairness of bidding results, and contribute the optimal allocation and fully utilized of state-owned assets.In this thesis, we take the construction project bidding of Gansu Jin An Co. Ltd (referred to as the "Jin An Company") as the typical example of bidding industry. Based on the theories such as "Principal-agent theory","Transaction cost theory","Business process reengineering" and "Electronic bidding of the underlying" etc, contribute the optimal allocation and fully utilized of state-owned assets. Comprehensively using "SWOT analysis","literature research method","Chart method "and "Case analysis", we study the specific problem of electronic process of bidding business in Jin an company. Expecting to do some help on the electronic process of bidding business; provide the reference on operational management status of other companies in the same industry and improve the market competitiveness.The main body of this paper consists of six parts. Firstly, we made a theoretical overview of the "theory""knowledge" and "research methods" during this thesis. Secondly, we analysis the development status of bidding business of Jin An Company; And states the internal and external environment of operations management by the SWOT analysis for Jin An Company. It is clear that the main problems of bidding operations management practices "depend on third-party trading platform","not enough professional""lack of assessment standard"" information not enough""unreasonable business process design" by analyzing the "advantage""weaknesses""opportunities""threats" in bidding industry for Jin An company. And then, we explore the specific cause of the main problems. Finally, we put forward the improvement program of the electronic bidding for Jin An Company. At the same time,we proposed the safeguards of "technical restructuring""professionalism""process management""operation management" to implement this improvement program of electronic bidding for Jin An company.
