Study On Issues And Governance Of Conspired Bidding And Contacting Bidding About Engineering Construction Projects Under The Background Of Electronic Bidding

With the enforcement of bidding system in construction,the bidding system plays a very important role in rapid economy increase.However,traditional bidding and electronic bidding can't terminate conspired bidding and contacting bidding,which damages considerably its merits.It is a great challenge to put an end to the situation and maintain a steady and healthy development.This article hereby hopes to analyze the existing theory of conspired bidding and contacting bidding and provide reference and reference for the stable and orderly development of electronic bidding.The article first analyzes the current situation of the project bidding in the electronic bidding,and then analyzes the causes of the conspired bidding and contacting bidding from the aspects of bidding system,supervision system,credit evaluation system and electronic platform construction.Secondly,to construct of three different game models between tenders and bidders,between bidders and regulatory agencies,and bidders to study the behavior motivation and decision-making process,which innovatively introduce the game model analysis from the perspective of credit evaluation and electronic platform construction.In the meanwhile,through the electronic bidding cases in a certain place to carry out the evidence analysis of the bid-by-bid.Finally,this article aims to put forward concrete solutions to conspired bidding and contacting bidding with the combination of game model analysis and conspired cases.With the combination of theory and practice,qualitative analysis and quantitative analysis,this article aims to put forward different solutions with the reference to the mature experience of bidding operation in various places.At the same time,conspired bidding and contacting bidding are hoped to be extinguished from the perspectives of the responsibility of main bidders,bidding supervision,credit evaluation,platform promotion,Increase penalties,project evaluation,business environment.
