Research On The Management Of Pollution Emission Rights In Shijiazhuang

With the high-speed development of China's economy and the speeding up of urbanization,the consumption of environmental resources has been further intensified.The depletion of environmental resources has seriously affected the sustainable development of the social economy.The establishment of paid use and trading system of pollution discharge rights plays an important role in lowering the high cost of environmental management.China's social economy is at a rapid development stage,and the development is becoming more and more industrialized.To ensure the sustainable rapid development of economy and the upgrading of industrial structure under the strict control of total amount of pollution emission has been one of the main factors to push emission trading policy,which has its unique meaning and function in our country compared with developed countries.This paper analyzes the development and accompanying problems of the emission trading in shijiazhuang.Furthermore,obstacles and shortcomings in the management of emission trading policy have been pointed out.By reference to the emissions trading management in nation and Hebei province,the paper puts forword some countermeasures for the better development of shijiazhuang emissions trading management.
