Perfect The System Of Emissions Trading In Our Country

With the continual hazy weather, some rarely phenomenon in the past became the main contents of the current mainstream media, like ground depression caused by the overuse of ground water, etc. Nowadays, with the rapid development of economy, more and more environmental issues influence and even change our life constantly. People begin to seek a balance between protecting environment and promoting development. Meanwhile, the traditional development mode that "high production, high pollution, high consumption" has been questioned and people start to completely review the economic development from the economy, fairness, efficiency, management and technology. The sustainable development has been a consensus of the whole world. Emissions trading are widely concerned by the whole world as a market-based environmental economic policy.This paper adopts literature review, case analysis, normative analysis and comparative analysis of various methods to introduce the produce and development and implementation of the emissions trading system, and bases on the implementation of emission trading system in American, as well as in our country pilot units development, to research suggestions of emission trading in China.The author suggests optimizing the emissions trading system in china from the legal system, improvement of the emissions trading system and establishment of a reasonable initial emission rights allocation system and improvement of the development of total amount control system. On the other hand, construction of supporting facilities also should be done well, such as changing the role of government in a timely manner, establishing continuous monitoring system accurately and improving the emissions tracking system, reducing the transaction cost and the establishment of reasonable pricing mechanism of emission rights, etc.In a word, emissions trading system, as a market-based environmental economic policy, would grow in China. We need to find the truth of the distinctive way of China through constant practicing.
