Study On Environmental Impact Assessment Method Of County - Level Land Use Planning

The overall land use planning is a leading plan and arrangement to a region. The purpose is to realize the therational allocation of land resources in the time and space. It is a programmatic planning of land management, also is the foundation of organizing other land planning. In recent years, the economy and population of our country grows continuously which results in the increasing demand for land. Not only the contradiction between people and land, but also the damage to the environment is becoming more and more serious. The overall land use planning is lack of the importance consideration to the ecological environment in the past which does not consider ecological protection in overall land use planning. Therefore, in order to reduce the adverse effects on the environment caused by land development and utilization, it need to find improper dec is ion-making in land planning early and improve. The main way is to carry out overall planning environmental impact assessment of land use.At present, our country’s environmental impact assessment is focusing on the project level. It is short of strategic environmental impact assessment and land-use planning environmental impact assessment research. The evaluation methods and indicators system is not perfect. Therefore, it is advantageous to promote the overall land use planning environmental assessment to explore the effect mechanism of land planning activiting on the environment.This paper studies the methods based on the land use planning environmental impact assessment, and combine the traditional methods and modern computer technology. It studies the model of evaluation index system and constructs the suitable evaluation index system for the county level. And take the example of Jinghong.The specific contents are as follows:(1) This paper expounds the concept, theory, the research status at home and abroad, as well as the goal and significance of this research of land-use planning environmental impact assessment.(2) This paper discussed the evaluation method and introduces the advantages and disadvantages of various evaluation methods. The paper is to explore the suitable evaluation method for county scale.(3) The paper has studied on the construction of evaluation index system. After repeated reasoning, the paper constructs the DPSIR frame model which names the driving force pressure state impact response model as the evaluation index model(4) I have used weighted method, matrix method, Delphi method, AHP method, GIS method and Matlab mathematical method in the study of this paper. And combining the traditional evaluation method and advanced software technobgy. First, using the traditional method to construct judgment matrix and the index system, and then calculate the weight of index with the help of Matlab. This way not only improve the work efficiency, but also guarantee the accuracy of the evaluation results. And provides some experience for the future research in this area.(5)Taking an example of overall land use planning of Jinghong. Finally, using the methods which mentioned above, compares the two plans of basic year scheme and last phase scheme. And draw the appraisal conclusion finally.
