Research On The Land Use Planning Environmental Impact Assessment Based On DPSIR Model

The land use planning environmental impact assessment is to make systematic and deep evaluation on the land use planning and the environmental impact of the alternative. Then it can analyze and predict positive and negative environmental impacts that land use planning implementation may produce and put forward corresponding effective measures. The land use planning environmental impact assessment acts as an important means to realize sustainable development and utilization of land. But, at present, our environment impact assessment is mainly concentrated on project environment impact assessment. Environmental impact assessment research on land use planning has just started, both on theory, evaluation method and the index system of research. It is lack of systematicness and a unified and extensive understanding of these hasn't been formed. Therefore, this paper makes the land use planning environmental impact assessment (LUPEA) as the research direction and studies the land use planning environmental impact theory and assessment method, to construct the local appropriate evaluation index system. It is of important theoretical and practical significance to realize the land sustainable development.Based on the related concepts and theories of the land use planning environmental impact assessment and predecessors' achievements, this paper studies contents as follows:(1) Part one reviews research progress both at home and abroad and introduces the significance of land use planning environmental impact assessment.(2)Theoretical research part describes the land use planning environmental evaluation concepts and characteristics, and emphatically analyzes the related theories of the land use planning environmental impact assessment, such as sustainable development theory, the system input and corresponding theory, ecological and economic co-ordination theory etc.(3) System of the LUEIA method. It makes a general research on the method and process of evaluation and emphatically analyzes the advantages and disadvantages of common methods. (4) The evolution of DPSIR model, the basic framework and the land use planning DPSIR model are introduced, and with DPSIR framework model as the foundation, constructs the land use planning environmental assessment index system.(5) Makes empirical research on Guichi area, Chizhou, Anhui province for land use planning environmental impact assessment. Analyzes and shows an overview of the study area, as well as analyzes its land use and planning program, constructs the DPSIR assessment index for the local group, and adopts a comprehensive evaluation method to evaluate the planning scheme.(6) Last is the conclusion and outlook part, which is about main conclusions and future research directions of this paper.
