The Limitation And Countermeasure Of The Existing Management System Model Of Urban Water Environment

With China’s increasing emphasis on the environment, in the previous five-year plan to gradually increase the intensity of the development of environmental protection and more money, but now, due to the rapid development of industry, environmental management lag, the construction of treatment facilities weak, declining environmental carrying capacity, environmental issues are still outstanding, governance delay.In this paper, a sewage treatment practitioner perspective, through the course of a decade the water environment governance practices, the study of the water environment management system, laws and regulations, collection of funds and other pollution problems, pondering the current water environment governance problems are to be solved, such as:current prevalence of "multi flood dragon " various government departments manage overlapping responsibilities unclear, regional protectionism is rampant; environmental laws timeliness lags behind the rate of deterioration of water environment, pollution, harsh punishment is far less than the unjust enrichment; sewage fee income branch failed to meet the governance requirements; environmental professionals demand was not in accordance with the laws of the market operation and so on. This paper argues that in order to completely change the status of the current deterioration of water environment must be integrated use of administrative, economic, legal and other means to design management system, rationalize water environmental regulatory responsibilities; formulate economic policy environment pollution sources has touched the driving force of economic governance initiative pollution; Amendment tougher environmental management of local water regulations, provide legal protection for law enforcement; sewage charges based system strict income and expenditure, increase the construction of sewage treatment, pollution control business building ideas change, corporate power, the consuming enterprises into income-generating enterprises, for economic development help.
