With China's rapid development of traditional extensive economy, pollutants in water environment are increasingly on the rise. Despite more and more attentions and financial investments in water environment contamination in China's pivotal economic decisions and many Five-Year Plans, the effects of anti-contamination are in situ, and are even exacerbated rather than attenuated in some places. So far, the trend of deterioration of water environment contamination has not been checked effectively.This paper will analyze the current situation of water environment and its quality performance from a water environment protection perspective. Through investigations of practice courses of water environment management, chief principles, current water environment management systems and function allocation, this paper points out that the extensive economic operation has severely affected our living environment. Authorizations of administration departments and function overlays also grievously restricted environment protection department's management of water environment protection. The main causes for these contradictions are: management of water environment protection by multiple departments, overlapping of management functions, local protectionism, unsuitability of part of the laws to present water environment management, existing constraining factors in water environment management for current drainage areas and urban-suburban areas.In light of above problems, this paper combines quantitative and qualitative research methods and proposes that transformation of water environment management system is imminent. It draws good experiences and practices from foreign water environment management systems from a methodic combination of comparative analysis and synthetic induction. Fusing China's national situation with present water management system, this paper studies the development trend of water environment management system in China. It asserts that a combination of administrative, economic and legal forces should be jointly utilized in order to radically transform present water environment deterioration. This paper emphatically uses theories in public administration and researches how to oversee current water environment from a sustainable development perspective. Supervisory departments should straighten out their respective responsibilities, making water environment management amenable to market economy development through formulation of environmental-economic policies. The paper explores coping strategies for water environment management laws in order to provide safeguards to administrative and economic forces in water environment management which pertains to local laws and regulations, therefore makes it step onto a healthy, sustainable development track.
