Problems And Countermeasures Research Of Creek-management In Yuexiu District Of Guangzhou City

In recent years,water environment and water security have caught people's attention.On April 2,2015,the state council issued an action plan for prevention and control of water pollution,naming water environment protection as a matter of people's vital interests and building a well-off society in all-rounds,it is also important to realize the great rejuvenation of the Chinese nation.Guangzhou,with 231 cities and rivers,was once the pride and pride of the city.However,since the reform and opening up,with the development and expansion of the city and the neglect and lag of the government in some periods,the situation of the water environment in the river is gradually worrying.Most of the flow channel became a veritable drainage channel.Under the influence of the main pollution sources due to reckless life,industrial sewage,etc.,water pollution became serious,even became synonymous with "black smelly”,causing great impact on the cities and the residents' living environment.How to improve the water environment has become an important issue for successive governments.In 2017,the central government decided to comprehensively implement the river chief system and put forward new and higher requirements for the management of rivers and lakes around the world.The public opinion on the management of Guangzhou river was further improved.The Yuexiu district of Guangzhou is located in the center of the city.It has some "star rivers" such as Donghao river and new river.Guangzhou has long been highly concerned by the people and public opinion.Before and after the Asian games,the government has invested a lot of manpower material resources to carry out the river flood control project by filling water,sewage,dredging and water transfer bank regulation to improve the environment and security of water and some achievements have been made.But influenced by the currently widespread thinking of "more focus on construction,less on management”,river flood management after the completion of the large-scale project is still weak,leading to a lot of problems and making the overall governance effect and high input of project unmatched,it cannot satisfy the requirement of the social management either.River management as well as renovation project,is an indispensable part of the process of managing river.This paper adapts methods of investigation interview,literature research,experience conclusion and methods of field study,discussing the present situation of river flood management in Yuexiu district of low-level water quality safeguard,low-level facilities maintenance and low-level watershed environmental management.From the perspective of government public management,I analyzed some causes of these problems,such as the poor management system and operation mechanism,a lack of effective management of river chief system;Insufficient management funds and weak technical force;The poor water administration law enforcement;Low social and public participation.etc.Meanwhile,aiming at the existing problems and reasons of Yuexiu district management,and referring to advanced experience and methods about river flood management at home and abroad,this paper puts forward the thinking of solving the present problem of river flood management,such as perfecting the "river chief system" and the integration of water,integrating watershed management and overcoming the disadvantages of multiple management;Promoting the informatization and socialization of river management and improve the management level;Strengthening the effectiveness of water administrative law enforcement,strengthening the deterrent effect;We will introduce social capital technology to create an atmosphere of community governance.To provide reliable reference for the management of the river in the future,it will change the management situation of "more focus on construction and less on management" in the past,and improve the water environment of Guangzhou river as soon as possible.
