Measurement And Analysis Of Realization Procedure Of Ecological Modernization In Shaanxi Province

Based on the empirical research of the level of ecological modernization of Shannxi Province in2010, the thesis measures what degree the ecological modernization of Shannxi Province has get to, then analyzes the main reasons that lead to the less-developed conditions of the ecological modernization of Shannxi Province, and offers several corresponding countermeasures. The paper makes a tentative exploration of the empirical research paradigm of the theory of general ecological modernization, which not only contributes to the enrichment of the ecological modernization theories, helping breeding the construction of regional ecological modernization theory of Shannxi Province, but also supplies beneficial reference for the ecological modernization study of other provinces. Additionally, through operationalizing the concept of "ecological modernization", the thesis helps social members to set up modern ecological civilization consciousness.The thesis mainly accomplishes four tasks. Firstly, the paper explores both the basic principles of the western ecological modernization theory and the main propositions of the general ecological modernization theory with Chinese characteristics. The paper holds that it is the western "environment revolution" of late1970s that boosts the development of western ecological modernization theory, which originally mainly refers to the ecological reflection and ecological reconstruction of social modernization and modern social structure. According to general ecological modernization theory, developed in2007, ecological modernization contains a transition from material economy to ecological economy, from material society to ecological society and from material civilization to ecological civilization; it also includes an improvement of the ecosystem and the natural environment, a profound change in ecological structure, ecological institution and ecological concept, a sustained enhancement of ecological efficiency and life quality, and a tangible change in international status. Secondly, the paper establishes an index system for the measurement of the level of ecological modernization on Shannxi Province of2010. The system includes three sub-levels, namely sub-level of environment, sub-level of economy and sub-level of society. Specifically, the system contains18simple or complex indicators:per capita SO2 emissions, discharge compliance rate of industrial wastewater, harmless disposal rates of living garbage, comprehensive utilization rate of industrial solid wasters, area of cultivated land, urban greening coverage, agricultural fertilizer density, energy consumption per unit of GDP, green tourism revenue, material economic efficiency, the ratio of material production, the third industry share of GDP, urban water penetration, urban water conservation reuse rate, clearance volume of living garbage, per capita park green land area, longevity proportion of the population, and urban population density. Thirdly, the paper makes an empirical research of the level of ecological modernization on Shannxi Province in2010, and figures out what degree the ecological modernization of Shannxi Province has get to. The results show that the score of Shannxi province ecological modernization index is46.02and the degree to which it has achieved or accomplished ecological modernization is about40percent. In all prefectures, the one which gets the highest score of55.88is Xi’an, and the one which gets the lowest score of38.38is Yan’an. Meanwhile, the paper also indicates that in the three sub-indices of ecological modernization index, the ecological progress index scores highest, secondly does the social ecological modernization index, while the economic ecological modernization index scores lowest. Generally speaking, there exactly exist some serious problems in the course of the ecological modernization of Shaanxi Province, such as air pollution, insufficient urban green space and etc. Finally, in order to speed up and enhance the ecological modernization progress of Shaanxi Province, the paper puts forward four practical proposals. Under favorite conditions of the international community sticking greater attention and importance to the environment protection and ecological development, we ought to seize the opportunities of regional development. Specifically, people should consolidate and enhance the results of the ecological progress of Shannxi province by the means of improving air quality, increasing urban greening and etc; accelerate the ecological transformation of economic modernization and social modernization of Shannxi province through vigorously developing green agriculture, advancing energy efficiency, enhancing eco-services industry, promoting eco-economical way of living and etc; strengthen the constructions of ecological law and regulations and cultivate modern ecological civilization consciousness of social members via education and mass media.
