The Study Of Present Situation And Management Countermeasure Of Rural Garbage Disposal In Yanliang

With the rapid growth of the rapid development of economy and society, population,resources and environmental problems have attracted great attention, people pay more and more attention to a problem related to daily life-- management of living garbage. In China rural area covers an area of 90% of the land area, the rural population accounts for 70% of the country’s population, along with the improvement of farmers’ life, the development of the new countryside construction, rural living garbage management and governance issues into the people’s vision and emerging. Rural living garbage output growth accelerated, groups tend to be complicated, waste pollution is increasing, coupled with a long time continuous city garbage to the countryside, not only the rural environmental pollution, ecological destruction,will cause serious harm to human health, the development about economy. Therefore,improving rural living garbage management level to improve the appearance, reduce the mass incidents, to accelerate the pace of urban and rural development, has important significance to promote the sustainable development of economy, society, environment.This paper takes the rural domestic waste management in Yanliang district as the research object, on the one hand to carry out household survey in rural areas, data were collected through field visits, questionnaire survey, using SPSS analysis software to analyze the data, communicate with the other hand through the three level management department of village, town, Street area door management, understand the management situation rural living garbage in Yanliang District deeply, including the current situation, rural life garbage removal treatment situation and resource status, publicity situation, by analyzing the bottleneck of rural garbage management in Yanliang area in the process of the main legal system imperfect management behavior in the lack of guidance and constraint management, and sources of funding gap a single, lack of planning, participants in the management process of scientific and reasonable enthusiasm has not been effectively mobilize, insufficient publicity and guidance, a single subject of publicity that some aspects of the reasons.Through the collection of foreign garbage management information and summarizes the experience for reference, combining survey results, management countermeasures of rural living garbage in Yanliang District: Based on rule of law legal system, standardize the management of spiritual refinement behavior; broaden sources of funding, gradually enhance the management achievements; improve the management system and mechanism, combined with the actual planning; the establishment of incentive mechanism, stimulate the vitality of stakeholders; strengthen the propaganda and guidance, promote the diversification of publicity. Hope that through the preliminary research on rural living garbage management problems in Yanliang area, attention and support of the community of rural garbage disposal problems, solve the rural garbage management difficult, hard to control the problem as soon as possible.
