Research On The Policy Guarantee Of Ecological Civilization Chinese Characteristics

In the 18 th National Congress of the Communist Party of China, the nature of ecological civilization construction has been fully elaborated. It was tightly bounded with the well-being of the people and the future of the nation. It fully affirmed the practical value of ecological civilization China characteristics and future significance and made it the core of national economic development. It would be a great change in the way of economic development. At the policy level, it also laid the foundation for sustainable development in China. From the Marx doctrine and other outstanding ideas and resources we can be sure: if China continues to insist on adhering to the concept of the supremacy of the development or with China characteristic GDP performance oriented, It will lead to serious imbalance of economic and social development. Therefore, strengthening the construction of ecological civilization is not only to implement the important link of Scientific Outlook on Development but also essential to ensure the coordinated development of the societyMarx’s ecological thought is the theoretical basis of the scientific concept of interpretation state civilization with Chinese characteristics. The paper, proceeding from the reality, was divided into four parts to discuss and analyzes the form and connotation of ecological civilization theory, the actual status and the problems. It was a research to policy guarantee in Chinese characteristic ecological civilization construction. In the first part, the paper briefly introduced the research status, research methods, research background, purpose and significance, recent development domestic and abroad, and the innovation point. The second part, the paper studied the relevant theoretical and analyzed the connation and policy support for ecological civilization construction. The third part, the paper discussed the present situation and flaws of ecological civilization in the process of China characteristic policy in four angles: economy, politics, culture and society. The fourth part, the paper explored the path of ecological civilization construction with China characteristics. In the basis of strengthening the policy guarantee, the effective route to promote ecological civilization with Chinese characteristics was divided into four aspects: the first was to perfect policy security system, the second was to actively explore and practice policy environmental assessment, to ensure the construction was the priority into decision making, the third was to focus on energy-saving emission reduction, driving the green development and the last was to promote the whole social awareness of ecological civilization.Ecological civilization in Chinese characteristics was a long-term and arduous task. It was a great system engineering, which requires to start from the overall situation, overall planning, coordination and harmonious development, as well the comprehensive construction of policy guarantee system.
