Research On Emergency Management Mechanism Of Natural Disasters Of Township Government

China has a special geographical location and diverse terrain.With the overexploitation of ecological resources,the overall deterioration of ecological environment and the unbalanced growth of ecological economy,there are kinds and frequency of natural disasters,which not only bring serious economic losses to the country,but also threaten the safety of people’s lives and property.For example,the recent "7.20" heavy rain disaster in Zhengzhou,Henan caused 14.786 million people to be affected,398 people died or missing,and the direct economic loss was RMB120.06 billion yuan.The government’s ability to deal with natural disasters is closely related to national security and stability and harmonious social development,especially the township government,as the lowest level government in China’s five-level government management organization system,the township government is the front-line unit to deal with natural disasters,and the organization that has the fastest information,directly participates in treatment and helps post-disaster reconstruction.Under the current situation,it is particularly important to establish a scientific and efficient natural disaster emergency management mechanism for maintaining social harmony and stability and the country’s long-term peace and stability.This paper mainly uses the methods of literature research,case analysis and comparative analysis to study the construction of the township government’s emergency management mechanism for natural disasters,and analyzes the operation status of the township government’s emergency management mechanism.It analyzes the comprehensive management mechanism,prevention and early warning mechanism,resource integration mechanism and post disaster reconstruction mechanism of the "7.10" flood case in Haikou Town,Qingtian County,It is found that the township government’s emergency management mechanism has some problems,such as weak awareness of prevention,unclear Department rights and responsibilities,nonstandard material and equipment management,unreasonable plan formulation,imperfect assessment system,etc.in view of these problems,countermeasures and suggestions are put forward to improve the comprehensive management mechanism,emergency preparedness mechanism,resource integration mechanism,post disaster reconstruction mechanism,etc.,and efforts are made to complement the shortcomings of the township government’s natural disaster emergency management mechanism.
