Beijing, which is the political, economic, and cultural center, in recent years has been plagued by haze. Severe haze pollution not only affects the construction of environment friendly society in Beijing, but also seriously affects people’s daily life and health.It caused the bad international influence, the direct and indirect damage to its economy is hard to accurately measure. Haze governance in Beijing not only needs its own strength of governance, but also needs coordinate to Beijing and Hebei. Especially under the background of the integration of the Beijing-Tianjin-Hebei, Beijing and Hebei for haze collaborative governance is particularly urgent and necessary.Through research, we found the following conclusions and results:First of all, From the analysis of research on the theory of path.We use evolutionary game theory to analyze the two asymmetric development of regional cooperation governance haze. In order to achieve the stable equilibrium, the areas which has developed economy and strong demands to environment should give ecological compensation to the area which pay attention to the economic development and ignore the environmental problem.Secondly, In the realistic path, through the monthly data, we cited the main source of the Beijing haze, analyses the energy consumption and air pollution situation of industrial development in Hebei Province, using grey correlation analysis to confirmed the necessity of Beijing and Hebei cooperative governance haze.Finally, From the perspective of empirical analysis, using DEA model with undesirable outputs to found the energy-saving and emission-reduction efficiency of Beijing and Hebei. Beijing and Hebei marginal cost about sulfur dioxide is gradually widening, that means Beijing and Hebei are likely to cooperative governance haze.Then influence factors of energy-saving and emission-reduction efficiency was analyzed by Tobit. Based on the theory and practice research, we proposed the collaborative governance to solve the Beijing smog pollution policy recommendations by Beijing and Hebei.Innovations in the following aspects:one is theoretically verified the importance of compensation mechanism in asymmetric development of regional cooperation by using evolutionary game, providing a theoretical path support for Beijing and Hebei collaborative governance; two is according to the difference between Beijing and Hebei efficiency and marginal cost through the DEA model with undesirable outputs, we analysis collaborative governance combined with the specific characteristics of haze and factors of industrial energy-saving and emission-reduction efficiency by Tobit, to find the possibility and measures of pollution control with Beijing and Hebei cooperation; three is according to the specific situation of Beijing and Hebei with cooperation governance haze perspective,we hope to find effective measures to achieve bidirectional cooperative target.
