Research On Linqu Country Rural Garbage Disposal Problems

Since China’s reform and opening up, China’s economic steady and rapid development, the third industry grew rapidly and greatly enrich people’s material life, it also led to the development of rural economy and the improvement of living standards of farmers. But at the same time, many rural areas in China is facing a "junk wai village" problem. Rural garbage disposal model is one thousand years left to its own devices, but rural garbage composition more and more complex, a large amount of non-biodegradable rubbish(including rural domestic waste, industrial waste and agricultural residues, etc.) accumulation of the fields in the countryside, brook pond behind the house, on the rural ecological environment caused serious damage, and become one of the bottleneck of the further development of rural economy. On the other hand increased garbage also seriously affected the farmers’ physical and mental health, and its potential impact caused long-term. From the national level, rural garbage problem highlights is not conducive to achieve the goal of ecological civilization construction in our country. So how to solve the problem of rural garbage disposal has become our country to build a new socialist countryside, realize the ecological civilization, and inevitable requirement of the construction of the "beautiful China". Rural garbage disposal problem has become the facing the government an important agenda.This paper uses the literature research method, case study method, experience summary method, to the Linqu county rural garbage disposal problems were studied. The following main conclusions through the study of formation:Like most of the national rural Linqu County, there are many problems in therural waste disposal. The first thought of the inadequate attention, on the social level, strengthen the rural garbage disposal work do not form a consensus, both the government and the residents are not full attention, the formation of the current shortage of work to promote the residents, insufficient support situation.The second is lack in the input, inorganizational leadership, policy support,financial security, team construction problems, caused by the current Linqu county rural garbage disposal capacity is difficult to keep up with the need of the development of the current situation. Again is the technological innovation ability is insufficient, the government leading management mode is lack of innovation power, Linqu county government department s should be in the market management, improve the level of management and technological innovation efforts.In this paper, through research, problems caused by the current rural Linqu County garbage disposal r eason is in many aspects. There are both historical reasons and reasons caused by the development of, generally speaking, mainly has following several aspects. A is the dual structure between the two historical debts, the serious shortage of investment in rural sanitation; two is the continuous development of economy and society has caused the currentgarbage in quantity and harmfulness are showi ng explosive growth, the currentwaste disposal model has been difficult to meet the current needs of waste disposal; the three is the lack of construction the rule of law, the lack of laws and regulations of professional support, some of the pollution behavior difficult toqualitative, difficult to constrain the deter rent effect, to a certain extent contributed to pollution behavior of rural garbage.In this paper, the relevant situation) of rural garbage disposal in LinquDongcheng Street Office of case analysis, and comparison of Luojiang practices in Sichuan rural garbage disposal well, put forward views and suggestions to strengthen the garbage disposal in rural area in Linqu county.
