Devastating floods, with features of high frequency of occurrence, covering a wide range, are the most common type of natural disaster in our country. With the rapid development of national economy, the impact of floods annually caused to China’s social economy is growing, to explore and mitigate the effects of floods is conducive to the sustainable development of our society and economy.Flood disaster is caused by joint action of hazard factors, disaster environment, and the vulnerability of hazard bearing body. Floods caused some casualties, destruction of property and infrastructure damage. Space-time distribution patterns and characteristics of floods are often consistent with their vulnerability distribution, and human activities and social-economic factors are the root causes of flood disaster’s social vulnerability. Reducing the degree of community vulnerability is the key to mitigate flood disaster area’s flood disaster risk.This thesis starts from reducing flood disaster area’s risk and improving flood disaster prevention and mitigation of midstream and downstream of Yangtze River. By assessment method on floods’ temporal and spatial patterns of community vulnerability, the author constructs an index system of community vulnerability space-time pattern of the Yangtze River floods to determine a total of 22 index, and the index is divided into population vulnerability index, vulnerability indicators of economic development, social elements of vulnerability indicators and cultural elements of vulnerability indicators. By drawing foreign evaluation model about disaster community vulnerability, according to index weights for each index weighted, the author figures out the index value of Yangtze River midstream and downstream floods’ community vulnerability, respectively in 2003 and 2013. According to the 2003 and 2013 index value of Yangtze River midstream and downstream floods’ community vulnerability, the author draws a line chart of Yangtze River midstream and downstream floods’ community vulnerability varying in characteristics of time, and draws a profile of Yangtze River midstream and downstream floods’ community vulnerability in 2003 and 2013 varying in space by the use of ARCGIS10.0.The results show that:by comparative analysis of 2003 and 2013 charts of cities(districts) around Yangtze River midstream and downstream floods community vulnerability and in 2003 and 2013 Yangtze River midstream and downstream floods’ community vulnerability map in the spatial distribution, the author draws the overall rise of Yangtze River midstream and downstream floods community vulnerability in the pattern of time variation, but the regional characteristics of varying magnitudes, and the spatial pattern of the Yangtze River floods community vulnerability showing that the eastern coastal areas high in community vulnerability and midden inland areas low in community vulnerability. And the author puts forward countermeasures and suggestions for the Yangtze River floods in community vulnerability temporal pattern changes, summarizing the main innovations of the paper, the prospect of future research direction of community vulnerability.
