The project of wastewater treatment plant is a main project of 5 million tons/year refinery expansion project in Jinqiao Company, wastewater treatment plant, which is the last location for the whole process of wastewater treatment, has reliable and mature technology. The project construction tasks had been completed within only one year and four months effective duration and operation is successful under the condition of large investment, heavy task. Along with the increased national requirements on environmental protection, whether wastewater treatment plant can run smoothly and meet the refinery wastewater discharge standards, become a key factor in the development of the company, So it is necessary to study the operation of wastewater treatment plant.In this paper, according to the characteristics of wastewater treatment plant in Jinqiao company a tracking study of the project was conducted. This paper mainly includes four aspects:(1)The introduction of the wastewater treatment plant in Jinqiao company. (2) The analysis and evaluation of the wastewater treatment plant based on Project Management Theory. (3)The analysis and study of the wastewater treatment plant’s operation. (4)The generalization of the control measures to strengthen environmental risk control in project construction process.This paper features are as follows.1, Actual data of the two years’operation and the expected goal were quantitatively analyzed and compared by using the method of before and after comparison combined with the economic effect and social benefit that were produced after the implementation of the project. Economic effects include reduction of water implementation of the project. Economic effects include reduction of water consumption, reduction of pollutant emission charges, and the reuse of water resource etc. Social benefits include the reduction of the pollution on the surrounding environment, saving resources, the reduction of labor intensity, improving the surrounding environment etc. The purpose is to find out the reason of the deviation from the target and the countermeasures to solve the problem.2, Observation and Study on the scene:This paper collected information and data.In addition to referring relevant documents of project and construction preparation, the most important source is the first-hand information obtained by production after the operation and daily technical management job. The whole data is a true record of the production which has a strong guiding significance to management and technical personnel for solving practical problems. 3,Application of the Analytical Hierarchy Process:This paper uses analytical methods of qualitative and quantitative, according to the nature of the problem and the required target, breaks the project down into various factors on different levels.According to the level and the relationship between the various elements, and from the factors of the project operation mode, selection of process route, equipment selection, utilization of energy resources, the generation of pollutants, process control, technology, management, employees, products, waste etc. It found out the existing main problems of the project operation process respectively and summarizes the main causes of these problems. Hierarchical put forward specific solutions, so as to provide a reference after the wastewater treatment plant and practical basis to carry out the project.4, This paper considers the impact on the surrounding environment of the project construction, production and operation activities as a key factor of evaluation, incorporate it into the engineering project management and daily operation and implement the environmental protection responsibility to the job and employee. Through the implementation of environmental management system, provide reliable operational procedures and standards for all levels of management, operation site and contractors.
