As a big province of grain in heilongjiang province, the ecological environment quality is related to the sustainable development of food security, social stability, economic and so on. In recent years, the rapid development of urbanization in our country, to improve people’s living standard, the demand for construction land such as traffic, industrial and mining increased, the ecological environment is threatened. Major changes have taken place in land use change, the natural ecological environment is the damage for a long time. Land use change caused the water loss and soil erosion, biodiversity reduction and so on the ecological environment problems. Baiquan county is located in xiao xing to songnen plains transition point, due to speed up the urbanization and agricultural production strength of the background, the ecological effect of land use change is obvious. Studying baiquan county land use change and its ecological effect to promote the construction of regional ecological environment, alleviate the contradiction between regional ecological environment and land use, is of great significance to promote regional sustainable development.This paper takes the baiquan county of heilongjiang province as the research area, including agricultural township, Xing Guo Town Bai Quan town, love, three town, longquan town, fertility township, changchun and other 16 villages and towns. To the connotation of land use change and its ecological effect as the foundation, based on the sustainable development theory, system theory, human relations theory and ecological economic theory, based on remote sensing images in 1992, 2002 and 1992, with the remote sensing(RS) and geographic information system(GIS) as the main technical means, and on the basis of image interpretation, space-time dynamic database is established. By using the land use dynamic degree model, transfer matrix method, qualitative and quantitative analysis, reveals the change rule. To regional ecological environment index(EV) and regional land use change type ecological contribution theory as the instruction, the ecological effect of land use change on the quantitative analysis and evaluation. Land use change as breakthrough point, the ecological effects of land use change and its study on quantitative partition. Provide theoretical basis for ecological construction in the future work. And for the sustainable development of regional society, economy and environment and the construction of ecological security of land use pattern, has important theoretical significance and practical reference value.Research results show that the baiquan general land use change in the trend of increasing two minus "four", have varying degrees of reducing cultivated land and other land, grassland, forest land, water area and construction land is increasing; Baiquan woodland in land use dynamic change is most obvious, from the aspects of land utilization comprehensive index, baiquan in recession or adjustment. From the regional ecological environment index, overall rising, bigger rise in 1992-2002. All the villages and towns there are two opposite trend of deterioration and improve, to survive in a certain extent in offset each other. According to the fuzzy clustering analysis, to partition of Baiquan regional ecological environment index, divided into five regions: high value, high value area, general area to low, lower end area and area. Through comprehensive analysis of ecological quality index is low to higher ecological quality index of land use type change, can effectively improve the ecological environment; The opposite is plays an significant role in regional ecological environment deterioration. Land use type change affect the regional ecological environment quality. Baiquan index of the regional ecological environment of influence; Cultivated land, forest land and other land consolidation and structure, Baiquan regional ecological environmental index are greatly influenced by the change of its internal structure, the influence of total cultivated land, forest land is smaller. The exogenous variables such as population growth, policy, economic development, population factor, policy factor and the influence of the factors of economic development is the main factor.
