In past several decades, with the rapid development of plastic industry, the catalogues and quantities of thermosetting plastic product increase fleetly, and they are updated frequently. If no proper methods are taken to deal the wasted thermosetting plastics, the waste and damage are obviously. The thermosetting plastics have three dimensions molecular structure, which could not be dissolved or fused at high temperature. This point makes it to be used for electric and heat insulation, and also could not be biodegraded after the end of their life cycle. If waste thermosetting plastics are directly disposed as garbage, there will be dramatic wastes adding to the endangering of environment. The best way to solve this problem is to recycle the waste thermosetting plastics.The text is about the study of the management of waste thermosetting plastic recycling. It summed up the characteristics of thermosetting plastics and the existing condition of the management to recycling them at home and abroad. Basing on the survey of existing condition of the management to recycling and output forecast of waste thermosetting plastics in Shanghai, the author had done feasible researches concerning the incentive policy and recovery reverse logistics system.In the year of 2007, the production of waste thermosetting plastics in Shanghai is 6161t, including 88.70% from electronic wastes, 6.82% from trim& residual material, 4.48% from abandoned car ornaments. The output grows at a high average speed (13.63%) year and year, and will reach a peak in the next decade.Based on an analysis of the laws of renewable resources recycling from different counties, it summed up the inadequate and shortcomings of our renewable resources recycling laws and gave some suggestions on the management policies of waste thermosetting plastics recycling, and further established the economic incentive mechanism on the base of the cost of reverse logistics, made economic analysis of its responsibility sharing mechanism.As a basic material, the thermosetting plastics comes from 3 different sources, the author put forward P-R\D-R\P-C-R models to set up the based network to recycle them from electronic wastes, trim& residual material, and abandoned car ornaments, and also a recycling reverse logistics system including the cooperation mechanism, reverse logistics Information system and vehicle routing problem optimization model.
