A Study On Cooperative Governance Of Contiguous Treatment In Rural Environment In China

Rural economy of our country has progressed by leaps and bounds after reform and opening up polices, but the achievment also resulted in gradually deepening the rural environment pollution and ecological destruction. Those problems severely impact the rural environment, greatly damage the interests of farmers. In order to solve the problem of rural economic development, we have pay a heavy price at the expense of resources environment, now agricultural pollution, the rural living garbage pollution, rural domestic sewage pollution and the "three wastes" pollution of township enterprises have become the major problems of the rural environment. With the continuous development of agricultural economy, rural environmental protection work is becoming more and more important, farmers also have new requirements of the living environment, they demand their survival environment to be more clean, elegant and more civilized.In order to solve the problem of rural environmental pollution, our government carried out the contiguoes treatment in rural environment activities in 2010, creatively put forward a new way of rural environmental governance for the regional relative villages which gather and have the same or similar environmental problems, and distinguished the three kinds of way to make the villagies gather. In the process of practice, the government monopolized over almost all links, the grassroots government’s energy, financial and human resources are not enough to provide the increasingly complex rural environment public services, lead to mangy problems such as the shortage of matching funds, unreasonable project planning, abandoned environmental protection mechanism and low participation of villagers. With the development of the market economy, the enterprise, the third sector, the villagers autonomous organization has developed rapidly, the villagers’ democratic consciousness and the environmental protection consciousness are awakening up, the rural environment management work need to break the government monopoly. The author take shangsi county of guangxi province as an example,, analysis of the contiguoes treatment in rural environment activities’ renovation work problems and their causes, and in the base of collaborative advantage, advice the government should build three main synergy mechanism of the rural environment management which is cooperation, competition and counterbalance, and in decision-making, financing, implementation, evaluation, accountability link supplement each other, complement each other, at some point, each mechanism emphasizes particularly in different form of gathing and on different links.under the guidance of the government, all the governance bodies can give full play to the unique advantages, so that the rural environment treatment can achieve long-term development.
