| The history of human society has always witnessed the extortion and exploitation of the Mother Nature since the civilization began. With the thriving of economy and civilization, the living environment of human beings, however, is progressing into unprecedentedly harsh condition. Researches on vulnerability play a critical role in bridging the social emergency management and various disasters, from which we can realize the level of vulnerability, losses, and recoverability of human society in the face of disasters. Deriving from the extent survey and reports, our country suffers from relatively frequent events of environment pollution. Meanwhile, the losses caused by environment pollution accidents are huge and show an even worse trend year by year. Previous researches indicate that disasters are caused by disaster causing factors together with disaster breeding factors. However, due to the complexity and unpredictability of disaster causing factors, the related researches are difficult to carry out.Researches on vulnerability are able to address the affected regions and provide scientific advices to improve the capability of emergency management by analyzing elements like regional social economy and natural system, which is quiet meaningful and helpful for the social construction and future planning at the same time. For such reasons, this article, under the background of regional vulnerability in the context of environment pollution, manages to develop complete evaluation model, extend the scope and methodology of researches on vulnerability, which is significantly meaningful for the early warning and afterward relief of environment pollution evidents.The evaluation model of regional vulnerability in the context of environment pollution in this article contains two principal aspects. The first aspect lies in developing complete system of indicators and calculating the weight of each indicator. The system of indicators is developed form the advantageous indicators using the grey correlation coefficient based on the original system of indicators. In the process of calculating exclusive weight of each indicator, we use the variable weight calculation based on the constant weight, which fully integrates the characters of evaluation targets, as well as rationalizes the weights of indicators. Besides, during the comprehensive evaluation, by computing the composite model of the results of single multi-objective decision-making method on the basis of distance entropy and relative entropy, we get the composite weight of single method. The researches on the vulnerability in the context of environment pollution are conducted in 31 districts of China, which not only justify the validity and usability of the evaluation model in this article, but also yield the rankings of the vulnerability of the 31 regions for the further analysis and summary.The rankings indicate that the more abundant the regional social economy, especially nature resources is, the stronger the region’s vulnerability is. Meanwhile, the level of vulnerability is also closely related to the social structure of this region. Drawing on the frequency of environment pollution accidents happened in the 31 districts, this article comes up with suggestions for the future development of regional society and improvement of emergency management system from many aspects such as society, economy, population, and health care respectively for districts of different levels of vulnerability. |
