Surveys Of Community Environmental Protection Management In Wuhou District In Chengdu

The 18 th CPC National Congress redefines the construction of a relatively well-off society and the ecological civilization construction, and expands the overall layout of socialism Chinese characteristics from the joint development of four-aspect-construction(economic construction, political construction, cultural construction and social construction) to the joint development of five—aspect-construction(with ecological civilization construction newly added).In order to implement the ecological civilization construction in the grassroots, it is necessary to build green communities with their environment management capability and level improved. The reason is that the urban communication environment protection management is related to the improvement of the urban environment quality, the sustainable development of the urban economic and social environment, the overall establishment of a comparatively well-off society and the ecological civilization construction. Therefore, to do a good job of the urban community environmental protection management is of vital significance to promote urban ecological civilization construction.This research is conducted at an attempt to learn residents’ knowledge of the community environment and the environmental protection management, their attitude toward environmental protection, their environmental protection concepts and their opinions and suggestions; and to better promote and improve the community environmental protection management. This paper focuses on relevant communities in the Wuhou District, Chengdu City, and chooses the community environmental protection management in the district as the research object. The field research, the questionnaire survey and the interview method are adopted to collect relevant data. At the same time, relevant literatures are referred to find out problems existing in the community environmental protection management. Dianxin Road Community, Jaingxi Street Community and Hongmen Street Community in Yulin Sub-district Office are chosen as research samples to learn the residents’ opinions and suggestions about environmental issues of air pollution, water pollution, solid wastes and noises, and the environmental protection management.After the end of the survey, the sustainable development theory, the externality theory, the government guidance and the community autonomy theory are adopted to analyze the survey results, pointing out major problems existing in the environmental protection management of Wuhou District, including the weak awareness of the community environmental protection, the inadequate attention of community residents to the environmental protection, the inadequate software hardware and software input and the incomplete complaint handling mechanism. Concerning the above problems, corresponding countermeasures are put forward, including improving the community environmental protection management and accountability mechanism, enhancing the expenditure and personnel guarantee mechanism, promoting the comprehensive renovation of the community environment, doing a good work of the overall community environment protection planning, intensifying the community environment management publicity, emphasizing the community environment management mechanism and institutional innovation, attaching great importance to the role of non-government organizations, popularizing the advanced techniques, etc. At last, this paper comes to the conclusion that the community environmental protection management is related to the quality of urban environment protection, the sustainable development of the urban economic and social environment, the overall construction of the comparatively well-off society and the achievements of the ecological civilization construction.
